I believe you are referring to the Early Childhood Educator Pay Equity Fund in the District of Columbia. If so, you enter your Form 1099-MISC by following these steps in TurboTax:
1. Start in the Federal section of TurboTax
2. Look in Wages and Income and find the Other Common Income section
3. Choose Income from Form 1099-MISC
4. Complete the Form 1099-MISC entries and answer the questions designed to determine the best way to report the income on your tax return
