You are in TurboTax Online Premier and preparing your state tax return. What state tax return are you preparing?

"I am stuck in a loop."

Having no other information, I would remove the state tax return and start over. Follow these steps:

Down the left side of the screen, select State Taxes.
Down the left side of the screen, select Your State Returns.
At the screen Status of your state returns, click on the trashcan to the right of the state that is causing you trouble.
If you cannot delete the state tax return, select Start over.
