There is actually another big problem with it this year too, that also didn't happen last year. If you manually delete the IT-2210 and IT-2210A, you cannot restart the penalty interview. It's stuck with whatever was performed. You have to delete the entire state return to redo it. I demonstrated this live to customer service, and they didn't care at all. That also worked last year.
