You indicate that you’re using TurboTax Online, but your question sounds like a desktop issue.
If that’s the case, see if the fixes outlined in the TurboTax Help article State install/e-file update loop: State not installed after installation or TurboTax needs to update... will remedy your state issue.
If you’re actually using TurboTax Online, please provide more information.
