UPDATE: My State return just got accepted today finally after 2 rejects. All I did was review both state and federal returns again and I noticed that there was an increase of $9 in the state refund so after going through the review I submitted my return and it got accepted an hour later.
Anyone still having the issue may need to review both state and federal returns and resubmit.
