As a software engineer, my recommendation would be (at least for next year) to change the software's error message to be more precise about differentiating between situations where a form simply hasn't been finalized by the IRS yet (thus you can't e-file *YET*) versus a case where you truly are ineligible to e-file for some other reason.
In my case, during review the software tells me:
"It looks like you have a tax situation in your federal return that makes it ineligible for e-filing, according to IRS rules. You have form 7206 Self-Employed Health Insurance Deduction that is not supported for electronic filing."
In reality, form 7206 simply hasn't been finalized by the IRS, so TurboTax can't complete the return until they get it and update the software to use the finalized version of the form.
So much customer confusion and annoyance (not to mention tech support burden) could have been avoided had the message read more accurately:
"Your return requires form 7206 which has currently not been finalized by the IRS, so we are unable to e-file your return at this time. However, once the IRS finalizes this form we will update your software and you may return here to perform the review process again and continue with e-filing at that time."
