If the IHSS payments you received qualified as "difficulty of care" payments as explained in IRS Notice 2014-7, they may be excluded from income. 

 

You may choose to include all (or none), but not part, of these payments in earned income for determining the EIC or the ACTC, if you might qualify and if these payments are otherwise earned income (wages or income from self-employment).

 

See also this discussion for a workaround to use in the situation where the agency is reporting FICA taxes but no income. You can enter $1 of income in the W-2 in TurboTax in order to be able to enter and report the FICA taxes.

 

Once you have all of your W-2s entered, TurboTax will calculate any credit due for excess FICA taxes withheld. See this help article for more information.
