Why is turbo tax saying we don't qualify for the EIC? Our AGI is $63,291, which is less than the $63,398 which is the max for married with 3 kids. IRS states they use AGI

Our gross income is $91,561, however our AGI is $63,291 which is less than the max amount for a married couple with 3 children. The IRS website states that they use AGI to figure if someone is eligible for the EIC, not gross income.
