No, paying the filing fee upfront will not get your return filed faster.
If all of your forms are not yet available, then you need to wait a bit longer to file your return. Then, you can decide whether to pay the filing fees out of your pocket or have them withheld from your refund. Either way, the IRS is not yet accepting and processing tax returns. This will not start until January 29th at the earliest.
Any returns that are filed through any tax preparation service or software before the IRS starts processing are simply sitting 'in line' waiting for the IRS to open processing for the season. Your part may be done, but the IRS will still not start until January 29th.
