did you make even estimated tax payments each quarter and were they timely? withholding, if any, is deemed that 25% is paid each quarter but you can use actual withholding for each period
estimates are due 4/15, 6/15, 9/15 and1/15 of following year
if uneven you can try to use the annualized installment method to see if that lowers the penalty
