First, were you eligible? You must have a Social Security number and be a US citizen or green card holder, and you can’t be eligible to be claimed as a dependent by someone else. If you became a citizen or green card holder and got your Social Security number after the deadline, then you are not retroactively eligible.
Then second, did you file a tax return for 2020 or 2021? If you did not get a check or direct deposit of the rebate, then you should have claimed any equivalent credit on your tax return, and you would’ve received the money as part of your tax refund.
Next, you should check the “get my payment tool“ on the IRS website to see if payments were issued in your name. It is possible that a payment was issued in your name, but went to the wrong address or to the wrong bank account. In some cases, a payment might have even been claimed fraudulently. If the IRS thinks they sent you the payments, you can’t get them now by filing tax returns. You have to put a trace on the missing payments, and have the IRS start an investigation.

Then lastly, if you were eligible, and never got a payment, and you did not get the equivalent credit on your 2020 and 2021 tax returns, and no payment was ever issued in your name in the IRS system, then you could claim the credit by filing a new or amended 2020 and 2021 tax return.
