quite honestly your post is confusing. not sure what you are trying to  do. when you originally set up the distribution with the tustee at that time you would have entered the amount to be withheld. It is too late to do it later after the distribution has been made when filing your return. 

 

you can set up a direct debit n your 2022 return but that is not done through thre1099-R

 

any withholding would be on the  2022 1099-R you got but if the distribution was in 2023 it's reported on your 2023 tax return 

on the 1099-R Payor info screen you must enter the payers TIN which is xx-xxxxxxx and my screen says Federal ID number not TIN.
