Generally, your withholding is a matter between you and the IRS, but I believe the IRS can penalize an employer if they processed a request for exemption without doing due diligence that the person really is exempt. However, you aren’t really asking to be exempt, you are asking for a specific dollar amount. That just means that you have to stay on top of your own tax payments instead of using the variable tax tables.
