I believe they are the same. Do you see a section titled Water and Energy Rebate? The Turf Replacement water conservation program screen states that CA law allows an exclusion from gross income for any amount received as a rebate issued by a public water system or government agency for participation in a water conservation program - - if you included the amount on your federal return.
