As you come to the end of your California return preparation you'll hit a page that says "Here is income that California Treats Differently". Scroll down until you hit "Miscellaneous" and click start next to the categories that you're looking for.
"Turf Replacement Water Conservation Program" is there. Drought tolerant irrigation project costs appear to be entered in that category as well.
