It sounds as if the payroll department at his company did not change the withholding from New York, for the move to Ohio, or the move to Tenn. 

If there was withholding to the state of New York, then he will need to file a Non-Resident return to have it refunded.
As per SharonD007 above, be sure the My Info section has checked that he made money in another state.

 

  1. First, prepare the federal return with the Form W-2, as it is written
  2. Then prepare the Non-Resident New York return
  3. And allocate the federal income all as outside New York
  4. Next prepare a Part Year Return for Ohio 
  5. And allocate the federal income for the time you were in Ohio
  6. And next you are right, you do not have to file an individual income tax return in Tennessee
