You probably will not be able to e-file, because of this check in the e-file process. You can still print and mail your return. You are likely to get a letter from the IRS wondering where the form 8962 is (TurboTax generates the 8962 from the 1095-A that you enter).
This will give you a little time to contact the IRS' Taxpayer Advocate Service, whose job it is to help out taxpayers who are caught in the cracks between the rules.
