I had the same issue - couldn't access any menus because TTAX kept asking for a keychain password that never existed and didn't really need, even though there was a keychain entry created by the previous year's TTAX program (which also didn't use a password). Totally rejected my system and login password in the access. It's definately a bug in TTAX; triggered when you import the previous year's data. You should never be locked out of your paid program if a password keychain is inaccessible.
The solution is as you pointed out (thank you) - view the keychain entry (search for intuit), go to its 'access control' tab and drag the new TTAX 2022 app into the list. You'll get prompted for your keychain password but that works. I also dragged my 2021 app into it just in case because I had moved the 2021 app to an archive location (many just delete it) and the existing entry was invalid.
