There are some special circumstances where a 1095-A will be issued, but the person does not qualify for any subsidy. It will usually have the full premium paid in Col A, and Col B and Col C are blank. TurboTax will not allow blanks in Col B.
I used $1 in column B and a zero in Col C. My federal refund did not change, since it was not supposed to, but this allowed me to file with my 1095-A attached, which is what the IRS will be looking for.
If you do this, make sure your refund/tax due does not change, and the ending screen for that section should say your premium tax credit is $0.
