TurboTax generates the 5329 if it discovers that you owe extra tax on a variety of situations, such as excess contributions to an HSA, early distributions from a retirement plan, failure to distribute Required Minimum Distributions, and so on.
The limit to your HSA contribution is the lesser of your health plan deductible or IRS-prescribed limits. For 2022, the IRS limit is $3,650 for singles or $7,300 for families. If you're over 55, you can put away an additional $1,000.
Therefore, your HSA Contribution to see whether or not you had excess HSA. This will show on W-2 Box 12, Code W. You will also need Form 1099-SA to show the distributions.
Also, review your input for the Form 1099R to make sure the address shown is not a Foreign address. You may want to delete Form 1099-R and re-enter the information if you are unable to fix the issue.

To Delete Form 5329 or any other Forms not required follow these steps:
- Then select Tools.
- When the new menu pops up select Delete a Form.
- You will see a list of all the forms in your return.
- Find the form that you want to delete.
- Select the Form.
- Click Delete on the right
