There is no place where the latest manual update is reliably available. As you have seen, they don't keep the FAQ up-to-date. Here is a link to download today's update.

The manual update is only for the federal tax return. If you file a state tax return, you have to find a way to get the automatic update to work, so that you can get state updates. I don't know how to tell you to do that, other than to call support.
