I called turboxtax here and the receptionist told me that the reason for why I am being charged for Lifetime learning is because of the fact that I even completed the form to begin with. If you do not want to be charged for this fee, do not fill out the education form (if you already filled it out, you will need to re-do the entire application). Since I was advised not to skip filling it out, my receptionist was kind enough to offer a 20% discount for e-filing. If you have Chase Credit card, I know they are offering a 10$ off code.
