Yes, you will need to pay that fee again in order to efile the second state return. Or you can print, sign, and file by mail without a fee.
In the desktop products (CD/download), there is a 24.99 state efile fee for each state return (except no fee for New York.) There is no fee to print, sign, and mail the state returns.
