This seems to me to be an error. The only way a refund would be taxable is if it affected the tax you owed in the year you originally filed the return. Since you took the standard deduction in 2020, you did not deduct any state income tax paid in 2020; therefore, it would not have affected the tax you owed for 2020. So the refund you received in 2022 is not taxable.
