On Mar 3, after so many tries
I input acc#, then Document ID exactly the way it is on TD Ameritrade 1099 but without spaces, noting that the characters on TD Ameritrade 1099 are all CAPITAL. it worked immediately.
I never try again since then, note sure if something has changed ?
