Understand your point. But I assumed no 'wrong doing' there.
My comment was based on the original question which stated " . . . IRS kept my federal refund for tax payment . . . . ". During the filing of tax return, we know the option of choosing the refund to be applied to the next year's tax estimate. My comment was related to that scenario only.
