I found a solution for this and can confirm it worked for me. Before I explain the solution, let me provide some context to my situation...
1) we utilized a COVID distribution in 2020 and spread across 3 years with 8915-E / F.
2) utilized TurboTax Online in 2022 for filing 2021 with no issues.
* Line C had "COVID" in it.
* Line D was checked.
3) I was receiving similar issues and errors with the 8915-F form causing the rejection
NOTE: my issue when filing this years was that in Line C, "COVID" was present and the eFile did NOT like it for some reason. (IRS eFile logic must have changed since last year)
My solution was as follows:
1) go to Wages Tab
2) go to the Retirement section with 1099-R mentioned.
3) when you get to the point where it asks for "if this was a covid distribution", UNCHECK it and select continue.
4) it will ask you to select the drop down item that represents the FEMA item in question. select something random. I selected the top one with Alabama (even though that wasnt applicable to me). finish filling out the rest as normal. None of the monetary values initially saved should have changed in this process. Once this section is done, click the blue button for Finish and move to next section or something like that to save the retirement section we just edited.
5) now, go back to the retirement section and click "revisit" like we just did.
6) go through the steps until you reach the section about "is this a covid relief" check box section again. Click next, and change the drop down from the previous selected (mine was alabama FEMA) and re select the blank option in the drop down.
7) now go BACK to the previous page USING THE BACK BUTTON ON TURBO PAGE, and check the box for "this was a covid relief item"... or whatever it says.
😎 finish the rest as normal.
9) attempt to re-file.
NOTE: if you review your tax return during the "lets eFile" process, you should see in your 8915 form that line C is now BLANK, and Line D is CHECKED.
after that, it should go through without being rejected.
