Based on your situation, you should not have received a 1099-R because there was no real contribution. However, you can enter zero as the taxable amount and keep all of your records to show you removed the contribution. I assume it's because you did not want to leave it because there was no tax advantage and tracking nondeductible contributions can be challenging.
Since the code in box 7 is not listed I used code 1, then selected taxable amount not determined and then was able to enter an explanation and the distribution was not taxed.
