No, each year is looked at separately, so you can file your 2022 return, even though you haven't received your 2021 refund yet. I would advise Efiling.
You can contact the IRS to try to find out what the issue is with your 2021 return, or set up an appointment at a local office.

Unfortunately TurboTax has no way to determine what is happening with your 2021 return once it has been Accepted by the IRS for processing.
