Q. Do I need to take that 0.04% and multiply it by capital gains, or just total dividends and distributions, or would it be both added together and then multiplied to get the amount?
A. Just the dividends, box 1a of the 1099-DIV.
In particular, the capital gains distribution, shown in box 2a is NOT multiplied by the 0.04%.
