Sorry you had problems. I've been struggling with this for almost a month. This morning, Mar 3, I input acc#, then Document ID exactly the way it is on TD Ameritrade 1099 but without spaces, it worked immediately.
Note that the characters on TD Ameritrade 1099 are all CAPITAL.
Another thought, if you have inputted the info manually before, then once this import works, you need to delete one set of inputs to avoid double entry
