TT knew Jan 1st that form would not be available in their system any earlier than Feb, and probably knew the likelihood it would be delayed till March. Instead of proactively letting customers know the form would be delayed in 2023, they let customers pay their tax fee - giving impacted customers no choice but to wait.
It may be beyond their control, but it's usually reputable to stay transparent with customers, letting them know why there are issues or delays. Like, pushing out updates via email to pending returns with this missing form with an apology / ETA - instead of having customers pay their non-refundable tax fee, then log in every day to redo the same section only to see a changed date.
Issues happen, yes. But TT's leadership team and communications/marketing dept have busted on this for the 3rd year in a row. There's never any ownership. It's lazy and inexcusable IMO.
