Do I mail signed 2022 California Form 8453-OL within 1 day of acceptance of my e-file?

This was on the California E-file Instructions from Turbotax to sign and date.  There is no mention to mail it back.  However, the top of the form says "Do not send back to FTB"; This instruction messaging is very confusing, and I want to double check if I just hold onto the signed form in the event the state request for it?

There is no mention who or where to send it back anyway.  Why would one have to sign a hard copy after submitting an e-file?? If the state really wants to authenticate the submission, they should require, just like the Federal IRS, to establish a PIN.  This process is very confusing.  Can you comment on this.
