I guess USAA forgot to mention they caused the problem when they made an unannounced change which removed the ability to use the old method for gathering credit card transactions and replaced it with an API.
The API support has not been available for Mint and other budgeting tools very long. But USAA is now throwing them under the bus, when USAA took months to admit they made a change.
FYI, USAA only changed the credit card interface that is why the other banking accounts are still working. That doesn't mean they won't make an unannounced change which would break the remaining bank accounts.
