I appreciate your information, I am unable to load your tax return however based on the wages in your example, the credit for CT as a credit reduction state is $60 and the full payment is correct and entered on Line 26, then carried to Schedule 2, Line 9.  Below is a picture of my example.  Thank you for your patience.
