I had the same problem when using TurboTax desktop. When I tried to e-file my state taxes the $10 discount was not initially applied, but I was able to fix the issue by doing the following steps
- Open the TurboTax software
- Click Help then switch product
- Enter the license code
- Next click on file then sign in
- Sign into your intuit account
- Go to the file tab, the discount should appear when you reach the payment tab
