this is how I fixed the problem (neither agent could figure it out) went to forms, went to tax payments on the federal page. The state tax payments showed up correct under lines 15-16. BUT BUT there was an incorrect second entry under local tax line 18. It showed a double entry in 18 for my CT and NY state tax which doubled what it thought I paid. I COULD NOT override this, but I could CUT it. Once I CUT the value and the entries in lines 18 all of the double payments disappeared. I could then reload my states (for the 3 time) and update. No worries it worked and I could then transmit. Turbo Tax will have to fix this in a software update. It should not be taking the line 17 state payment and bringing it to line 18.
