I had 7 months with covered CA and 5 months with Medicare, but Turbotax would not pass the Review stage; it kept saying "you cannot have any zero rows in the 1095A.
I was on the phone about this with Turbotax, and the first person could not help. After 40 minutes she was in the process of transferring my case to another department. Please have the other department email me. If you do not know who I am, my userid begins with "Stev" and ends with "818422".
