If you are trying to enter long term care insurance cost, then that is entered as part of your medical expenses. You can get to the medical expense section by going to Federal > Deductions and Credits > Medical > Medical Expenses.
If you are trying to enter long term care expenses that were incurred in order to reconcile a Form 1099-LTC, then that section can be found by going to Federal > Wages and Income > Less Common Income > Miscellaneous Income 1099-A, 1099-C > Long-term care account distributions (Form 1099-LTC).
