This is the same behavior I provided in the bug report I made in 2017 using 2016 TurboTax to produce a test file virtually identical to the one luvpismo has uploaded.
Perhaps my original report was ignored because the problem wasn't affecting me personally. I just observed the bug when testing something else. I thought it was quite significant because I suspect that a majority of those affected never notice the inappropriate reduction in their basis.
