Yes, your dependent will need to speak with the IRS agent and pass the identity verification process to obtain the IP PIN.    If he cannot verify his identity online or by phone, he can request an in-person meeting at your local Taxpayer Assistance Center.  He will need to bring one current form of government-issued picture identification and another identification document to prove his identity.  Once his identity has been verified, it can take up to 3 weeks to receive the PTIN.
