It sounds like the IRS may have offset or changed your refund. Please call the Treasury Offset Program at 800-304-3107 to find out what has happened.
This can happen if you have a federal debt, or if the IRS thinks your return is wrong. If the IRS changed your return, they will mail you a letter explaining the change.
