You can make a payment to the IRS before filing your return while waiting for the issue to be resolved.

When you are ready to resubmit the return, enter any additional payments made in TurboTax. Using the online version:
- Go to Deductions and Credits
- Go to Estimates and Other Taxes Paid
- Select Estimated Taxes
- Fill in the amount paid under Additional Payments
