Should i have gotten a tax return for 2021 if i owed money but paid it? The money owed back was less than what my return should’ve been but i have not gotten a return

My return was around $1400 .. owed $400. Got no return for any amount. I’ve been calling turbo tax and cannot get ahold of anyone.. PLEASE HELP i don’t know who to talk to
