Yes, TurboTax's Help me Fix It message on the rejected e-filing says they're rolling out an update on January 27th to fix it.
You will need to log in on or after the 27th, let the update download and then go to the Federal Return tab, re-run the Federal Review and then e-file it again according to their instructions.
The CA 540 return seems to be OK (MCTR not included in total/adjusted income), it is just the Federal one where the value of your CA MCTR is currently included in your annual gross income on the Federal 1040 which apparently, it shouldn't be.
