One the face of it, it doesn't make a lot of sense to have the locality listed twice. Is one line right and the other wrong? Did they misspell one? Did they mean for you to add them together?
Since your employer created your W-2 (or the payroll processor working for your employer), you need to ask your employer what they meant by having two lines here. Only your employer would know what they meant by this.
