I cant E-File because it has the checkbox for "Disaster Tax Relief" ticked. However I did not receive any disaster relief, I am stuck in a loop and will not clear.

I have tried clearing cache, using incognito browser. Going back to the form and making sure question was answered with "No". Tried deleting form 1099-R.
