Don't confuse the taxes withheld with the taxes that you owe when you complete your tax return.  

 

Severance packages, as well as many other supplemental incomes, is taxed as regular income.  So having the severance posted to a form other than your W-2 would make no difference.   The way taxes are withheld when you receive the payment doesn’t affect the total amount of income tax you owe.  

 

The 22% that was withheld from your severance wages was only an IRS guideline that insured that some taxes had been taken out.  It may have represented more or less than the tax bracket you are in.
