Why has Covered CA declared me eligible for the Advanced Premium Tax Credit for health care coverage, however Turbo Tax filing shows the Premium Tax Credit as "Zero"?

My income as stated on the Covered CA application is 90k, and my actual income is less at 80K,  Why does the Turbo tax program indicate that I have to payback the tax credit?  Info entered in Turbo Tax on 1/19/23, for 2022 tax year.
