I used Turbo Tax for my 2021 taxes and they kept getting rejected for some reason. I never received a return. Can I still refile my 2021 tax return once? How? thanks!!

I sent my NJ tax return by mail and received my return. My CA and PA returns kept getting rejected. I am trying to go back and fix them so that I can resubmit.
